MPAs are an upper limit; Agencies can always negotiate a lower price if possible. This MPA allows state agencies and political subdivisions – cities, municipalities, schools, quasi-public bodies – to award energy renovation projects of up to $50,000 to publicly traded companies without a public tender. It also allows projects to be awarded between $50,000 and $600,000 without a full public bid if three bids are obtained from publicly traded companies.
